Rules:
1. Uniforms and equipment will consist
of Agency issued Explorer uniform, duty belt accessories, red gun, etc. No
tactical vests, rifles, shotguns etc. (those items may be made available at
staging areas if needed). Uniforms are to be similar to what Police Officers
wear on normal Patrol functions and in accordance with their post/department
standards or BDUs of all the same color and an explorer/club t-shirt or polo
type shirt. Each team member of each
Post must look the same.
2. WEAPONS OF ANY KIND ARE NOT PERMITTED
INTO THE SCENARIO AREAS. Explorers are prohibited from carrying knives, less than lethal weapons
such as: Tasers, O.C. Spray, Batons, etc. onto the competition site. Post
Advisors are to ensure that they check their explorers prior to registering the
day of the competition.
3. Teams will need to provide and bring
any special equipment with them to the scenario. However, some events (such as
Active Shooter) will have special equipment specific to that scenario in the
staging area. Teams will be given 10 minutes for the briefing and gathering of
special equipment. Once the team leaves
the staging area they will not be allowed to return to retrieve any additional
equipment. An area in the scenario will be designated for teams to place
special equipment as if it were in a patrol unit. Teams may access that area at
any time during the scenario.
4. Only one advisor per team will be
allowed to observe their team during competition scenarios IF the Judge for
that scenario allows it. The only exceptions are the Active Shooter Scenarios.
Advisors will be asked to wait at the staging area and will be allowed to
attend the debriefing.
5. Photos and videos are allowed in the
scenarios at the discretion of each scenario judge. This is in the event the
judge works in an undercover capacity.
Please do not review any videos during the competition day so as not to
give any teams an advantage.
6. As stated in the general information,
discussion of the scenarios in the waiting area is prohibited. Teams may
debrief but it must be done as a team out of earshot of other teams.
7. Using force to affect an arrest or
control a subject is allowed but to a limited extent. If an Actor/Explorer
calls out “PAIN”, the judge will briefly stop the scenario to assess any
injury. In the event of serious injury the judge will end the scenario and
request medical support. If at any time someone is injured, contact the nearest
Judge, or competition coordinators and medical assistance will be provided.
There will be a nurse or Paramedics on site for the duration of the competition.
8. Teams caught Cheating will be
referred to the competition coordinators and will subsequently result in the
entire post disqualification.
9. Grievances can be made up to 30 mins
from the conclusion of the scenario. There will be a table set up with a
competition representative available to receive the grievance in writing. Forms
will be provided. The complaint will be discussed by a committee and a final
ruling will be made.
10. Teams will be scored on a total of 100
points with the possibility of bonus points which can be earned during the
scenario. In the event of a tie, the fastest time will be used.
